IKN NUSANTARA - JAKARTA. Minister of Public Works and Public Housing (PUPR) Basuki Hadimuljono accompanied President Joko Widodo (Jokowi) in reviewing the progress of the Regional Road Presidential Instruction (IJD) in the Sepaku area, North Penajam Paser, East Kalimantan, Saturday (23/09/2023).
In this review, also present were State Secretary Minister Pratikno, State-Owned Enterprises Minister Erick Thohir, Investment Minister Bahlil Lahadalia, Transportation Minister Budi Karya Sumadi, and Head of IKN Authority Bambang Susantono.
President Jokowi said this review is to check the progress of the Presidential Instruction (Inpres) Number 3 of 2023 on Accelerating the Improvement of Regional Road Connectivity, especially in East Kalimantan.
“The total budget for the implementation of the IJD throughout Indonesia is IDR 14.6 trillion, to improve the condition of roads along 2,800 km,” said President Jokowi.

The implementation of the IJD is prioritized for roads in the production sector to facilitate distribution routes and provide economic impact. Meanwhile, the regional road in Sepaku, East Kalimantan, will also become a supporting road in the IKN Nusantara area, especially towards the Batu Tapak Raja Cave tourist destination.
“Primarily, this road is used for palm oil transportation and it also connects to the Batu-Tapak Raja Cave tourist spot,” added President Jokowi.
The handling of the Batu-Tapak Raja Cave tourist access road began to be carried out by the East Kalimantan National Road Implementation Agency (BBPJN), Directorate General of Highways, Ministry of PUPR in July 2023. This road is connected to the Samboja-Sepaku National Road which also provides access to the IKN Area. “The target is to finish by the end of 2023,” said Minister Basuki.

The handling of the Batu-Tapak Raja Cave tourist access road, which is 9.7 km long, is carried out in 2 work packages, namely Batu-Tapak Raja Cave Tourist Access 1 which is 4.8 km long with contractor PT Duta Mega Perkasa with a contract value of IDR 34 billion and Batu-Tapak Raja Cave Tourist Access 2 which is 3.5 km long with contractor PT Pesona Jaya worth IDR 33.2 billion.
In addition, in the IKN buffer zone of East Kalimantan Province, the Riko-Maridan road section is also being worked on, which is 6.5 km long with a contract value of IDR 43 billion.
“In East Kalimantan, there are a total of 14 physical packages with progress of about 10% because this is still an early stage. If nationally, the physical progress has reached 19%,” said Director General of Highways Hedy Rahadian.
According to Hedy, the Ministry of PUPR indeed targets regional roads that have potential for people's economic activities, such as the MSME production sector, agriculture, livestock, and plantations. And regional roads that have been hindered in their connectivity to national arterial roads or toll roads.
“After it is finished, the assets will be handed over to the Regional Government. We hope that it can become a stimulus for the Regional Government to build their respective regional road networks,” concluded Hedy.
Also accompanying Minister Basuki were Director General of Highways Hedy Rahadian, Director of Road and Bridge Preservation Region I Nyoman Suaryana, and Head of East Kalimantan BBPJN Reiza Setiawan.
