JAKARTA. Ministry of Transportation on Wednesday (21/9) held work meeting on dwelling time with related ministries. Minister of Transportation Budi Karya Sumadi said that the meeting decided to apply procedures of unloading and loading in Tanjung Priok port to other major ports in Indonesia.
It is expected that by 2016 major ports in Indonesia can push down dwelling time to 2.5 days, consist of one day for pre clearance, half day for clearance, and one day for post clearance.
Director General of Sea Transportation Antonius Tonny Budiono said that Ministry of Transportation is now drafting a regulation on unloading and loading’s standard operational and procedure.
Tonny added that unloading and loading’s SOP at Tanjung Priok port will be applied to other major ports, such as Belawan (Medan), Tanjung Perak (Surabaya), and Soekarno-Hatta (Makassar). Under the scheme, progressive tariff is imposed to container owner at the base tariff of IDR27,000 per one TEUs. On the second day, the tarif will increase by 300% of base tariff on the second day, and 600% and 900% of base tariff on the third and fourth days.
In a realistic manner, Tonny estimated that in a short time dwelling time at the three posts will still take 3.5 days to settle.
Minister of Transportation Budi Karya Sumadi said that Ministry of Transportation has discussed the one stop service (PSTP) for port’s licensing process with President and Coordinating Minister for Maritime Affairs.
