PPATK will investigate taxpayers data


JAKARTA. Financial Reports and Analysis Center (PPATK) will support government to meet tax revenues target by providing information about taxpayers.

The data from PPATK allow government to investigate the obedience of taxpayers. This year, government has requested data of 3,100 taxpayers to PPATK. 

According to Deputy Chairman of PPATK Agus Santoso, PPATK has responded to the request. During the first semester of 2016, PPATK has provided data of 2,960 taxpayers. It is predicted that numbers of the taxpayers have total of IDR25.9 trillion of tax arrears.

In addition to taxpayers data, along 2006-2016 PPATK has also provided other information to tax authority. The information have supported tax authority in collecting an amount of IDR3.5 trillion of tax revenues.

During that time, PPATK has also delivered 190 analysis results and 121 information to Directory General of Taxation.

Based on the reports, Directory General of Taxation has collected IDR2.1 trillion after following-up  the results of pro active analysis. Directory General Taxation has also found IDR134.5 billion of potential revenues based on the results of four reactive analysis. So far government has followed up the reports and collected IDR131.9 billion of funds.

This year Directory General of Taxation has to collect IDR1,355 trillion of tax revenues. However, the amount of revenues obtained from tax amnesty is still much lower from the government's expectation.

Aside of reviewing data from PPATK, Directory General of Taxation also try to increase tax revenues by reducing the number of restitutions. Since August 2016, Director General of Taxation Ken Dwijugiasetiadi through a circular has ordered to restrict the procedures for approving the restitution request so that the number of refund discrepancy will increase. Directory General of Taxation even suggested to convert the restitution into underpaid tax bill. The circular itself was addressed to several regional tax offices.

Tax Revenues

The latest data show that the amount of tax revenues obtained is still much lower than expected.  Director of Tax Potential, Obedience, and Revenue at Ministry of Finance Yon Arsal said that the realization of tax revenues just amounted to IDR622 trillion, or only 45.89% of IDR1,355.2 trillion of the target set by2016 Revised State Budget (APBNP-2016). The number only consists of 54.5% of IDR1,141.2 trillion of realistic target of tax revenues set by government. 

According to Executive Director of Center for Indonesia Taxation Analysis (CITA) Yustinus Prastowo mentioned that in order to increase tax revenues, government needs to focus on collecting routine taxations, including value added tax (VAT).

Yustinus said that the tax amnesty at a certain  level has limited government strategies in increasing tax revenues, on the grounds that tax amnesty program orders to abort investigation over tax crime. He added that the scale of tax revenues shortfalls will become  larger than IDR219 trillion of government expectation. (Translator: Muhammad Farid)
