City to invest in cattle breeding in NTT

JAKARTA. The city administration has signed a memorandum of understanding (MoU) with the East Nusa Tenggara (NTT) administration to invest in cattle breeding in NTT to meet Jakarta’s demand of 150 tons of beef per year.

The MoU was signed by Jakarta Governor Basuki “Ahok” Tjahaja Purnama and NTT Governor Frans Lebu Raya in Kupang and witnessed by President Joko “Jokowi” Widodo on Saturday.

According to Maritime Affairs and Agriculture Agency head Darjamuni, the city will provide prime cattle for cattle breeders in NTT and develop quarantine facilities and slaughterhouses. NTT is one of the largest suppliers of cattle in the archipelago, along with West Nusa Tenggara, South Sulawesi and East Java.

“The city administration will provide prime cattle, which will be bred by established cattle breeders in NTT. The cattle will be quarantined and slaughtered in facilities built by the city administration,” Darjamuni told The Jakarta Post over the phone on Monday.

Darjamuni explained that the calves produced would be owned equally by the city administration and the cattle breeders.

“The city administration will have the right to half of the cattle produced. For example, we will provide the cattle breeders with 10 bulls and cows. If they produce four calves, two will be owned by the city administration while the rest will belong to the cattle breeders,” he said, adding that all cattle would be safe, healthy, whole and
halal (ASUH).

Darjamuni said the Jakarta administration would also cooperate with city-owned firms such as market operator PD Pasar Jaya and slaughterhouse PD Dharma Jaya.

“The city will be responsible for the investment and the city-owned firms will be responsible for the business management. Dharma Jaya will operate the slaughterhouse while Pasar Jaya will be responsible for the distribution of the meat in Jakarta,” he said

Darjamuni added that the Goods and Services Procurement Agency (ULP) would be responsible for purchasing the cattle. He said the city administration was currently studying the investment plan, which could range from Rp 10 billion (US$803,048) to Rp 20 billion.

“We hope to not only meet Jakarta’s demand for beef but also help NTT’s cattle breeders,” he said.

Separately, Jakarta Financial Management Board (BPKD) head Heru Budi Hartono said the plan would greatly help the city meet its demand for beef as the city did not have its own cattle breeding area.

He said the cattle must be quarantined and slaughtered in NTT before being sent to Jakarta for distribution as it would be much more efficient.

Meanwhile, Ahok said investment in the plan would start next year and that the city would provide the cattle according to the number of cattle breeders in NTT.

“There are many qualified cattle breeders in NTT but they do not have the capital to purchase cattle. NTT’s Agriculture Agency also does not have enough funds to help cattle breeders. Therefore, we will provide the cattle. This will benefit not only Jakarta but also NTT’s cattle breeders,” Ahok told reporters after a meeting at City Hall in Central Jakarta on Monday.

Previously, while still Jakarta governor, Jokowi visited NTT in April to sign an MoU between the Jakarta administration and the NTT administration on cooperation in cattle breeding. (Dewanti A. Wardhani)
