Minister: Land acquisition depends on budget


JAKARTA. Minister of Spatial Planning (ATR)/Head of National Land Agency (BPN) Sofyan Djalil stressed that Law no 2/2012 on Land Provision for Public Utilities Development stipulates the land acquisition process may be accelerated if the project has sufficient budget.

Sofjan added that the ministry has several times found that after land acquisition was settled, a project did not run as planned due to budget constraint.

During 2016-2019 government has arranged several strategic projects during 2016-2019, including the projects of 24 airports, power plants with a total of 35,000 megawatt (MW) of power, toll roads with a total length of 7.338 kilometer, and railroads. The strategic projects also cover the constructions of 5 million units of houses for low-income people, 12 special economic zones, 15 industrial areas, two oil refineries, and 78 units of gas fuel stations.

Secretary General of Ministry of ATR/BPN Noor Marzuki added that to date the land acquisition processes for national strategic projects has been completed according to plan. For an example, Marzuki claimed that the land acquisition processes for toll road projects are nearing 90% to completion, so are for airport construction projects.

Recently, government is pursuing the completion of asset legalization for 23.21 million of land sectors, as well as the implementation of agrarian reform. The agrarian reform will cover a 9 million hectare of area, consists of 0.6 million hectare of non-certificated transmigration land, 3.9 million hectare of lands from public assets legalization, 0.4 million hectare of abandoned lands, and 4.1 million hectare of lands from the release of forest area.

Ministry of ATR/BPN also continues to cooperate with Ministry of Forestry and Environment to restructure forest area in responding the decrease in human living spaces.

Government will also optimize the role of private sector in land-related activities, including survey, measurement, and mapping. Those activities will involve the roles of licensed surveyor, Land Deed Officials, and Registered Public Estimator Office.
